We woke up around 6 am knowing that it is another field trip to visit E-Pujiono Learning Center. Piujiono Learning center is non- Profit organization established by Indonesian Disaster Management Practitioners as a new modalities, institutional arrangements, and a platform for acquiring, sharing and disseminating knowledge on disaster and climate change to support evidence-based policy making in Disaster Management and Climate change Adaptation.
We left Cakra Kusuma Hotel around 8:45am and we arrived the venue of E-Pujiono Learning Center almost 9;30 am. Dr. Puji Pujiono founder of the Learning Center welcomed us in the “Joglo” an Indonesian communal space to entertain guest, usually rich people has joglo in their houses. He discussed his involvement with the development of DRR Framework and how it is evolved within thirty years. He also mentioned that E-Pojiono is his tribute to his wife who built the Learning Center with him, Mrs Pojiono died of Cancer. The place is like Taj Majal, this promote resilience in Dialogue; Preach and create platforms for dialogue so people can talk and share their views and they try to capitalized with social platforms like twitter and facebook.
He promoted Knowledge Management, before Indonesia Disaster Management was a disruption, cosmic signs, they felt like it’s a cosmic energy that is causing all the disaster in their community. So they live every after disaster that is their God who is punishing them. Unfortunately, like doesn’t go that way, disaster they believe that it will decreased after the 1990’s but sadly more disaster came after that.
Key lessons about disaster; Natural disaster is not natural at all. Nature is natural but we place ourselves in a path where distractions happens; There is something wrong in our way of development; We cannot talk about disaster without talking about development and the topic/discussion about environment which are two, first is the environmental distraction that will include volcanic eruption and earthquake while the second is natural disaster which include tsunami, flood and storm surge. And now we want it back as one concept together again.
Key narratives includes is to reinforced framework for implementation (Hyogo Framework); Acceptance that might of humans are not enough and that it should be prominent and not side show.
Sendai Framework for action in 2015 had this question of how are you going to do it? Unlike Hyogo with a question of what is disaster risk? Now that DRR is evolving and people are learning form disaster after disaster, there came a concept of the need for governance reinforcement. Putting emphasis in output. From input oriented to output oriented and impact focused. To reduce the number of death and number of economic losses.
Disaster Management Cycle includes the follow steps;
Problem- the problem is the cause and it need to be acknowledged to be addressed.
Research-needs time and result should be properly package to be knowledge. Downside of research is when no society inter action, researchers are self-righteous and lack 0f coordination to other fields (Geography to social science).Not all research transformed into knowledge it requires to be analyzed and transformed into paradigm and then knowledge before in can be diffused. Data gathered are studied to become information and then become a concept to be a guiding principle for DRR Practitioners then into theory and knowledge.
Transfer of knowledge should be done with access to community in logistic and in language. Language differences will produce problems in transfer of knowledge. Other problem in transfer of knowledge is the perception of about risk, political differences and dialects.
He ended the discussion with a quote, “A couple of learning, cradle of movement included in Disaster; Community based movement, community based industry equals community based learning. DRR and development should come together.”
Second Speaker for the day is Mr. Franz Toegamin he discussed the role of CSOIN in DRR. First he discussed the structure of the organization. In the discussion he mentioned that the Jpgja government acceptance of DRR happened after the Aceh tsunami. DRR was accepted and law of Indonesia was driven by CSO’s and not the government. CSO’s are members of the National government down to the lowest measurement of government institution which is a Village. In the beginning of CSO’s participation in Indonesia’s civil society community work DRR is part of human rights. Which the CSO’s fight is focused especially due to the vulnerable people involved in the discussion. CSO’s become sub- contractor of the government in terms of planning and project implementation in response and preparedness. They two have a love and hate relationship. CSO’s are strong because they are loose, so it is better for them to stay that way.
The relationship of Jogja government and CSO’s is a normal scenario for a DRR management. One will push the other in order to perform and respond better to the job. DRR is a past face work. It may be applicable today and will not be appropriate tomorrow. So therefore, a proper and open coordination mechanism should be in place to be able to address the need of the situation. DRR Agent of Change to better advocate the need for a better future is also needed to be able to diffuse the message to all, not just the Policy maker but also the community.
After the lunch provided by the E-Pijiono we traveled to PUSDALOPS BPBP. PUSDALOPS BPBD is the PDRRMC of the Philippines.Mr. Danang Samsurizal discussed the purposed of their Emergency Center. Basically they respond to the need of the community and keep the information from the head of the authority and re- echo it to the community. They handle disaster situation in Jogja Province that are related to vehicular accident to climate and weather, volcanic eruption and earthquake. They also have a communication channel between other Authorities such as school, science based authority and social welfare authority. A tour around the office was provided by the team.
We traveled back to the hotel with contentment, Why? Because I know that everyone in their own little way in some corners of the earth, is doing something to address the hazard and risk. Mankind need people like us, willing to extend some more extra hand to be able to make a change. A better change to this unpredictable environment and a changing climate.
